  That option only show not:checked on first time. If user checked before, that will remember to next sign. It's user's option.

This has appeared since your last updates ... please help me it has been weeks now since I can contact my new signers as they appear double opt-in "No" on sendinblue and in Europe with the GDPR we cannot contact people who have double opt-in "No"
  
  Really the three most important things for me are:
  
  1) Solve the problem of the sendinblue double opt-in If you wish, you can sign a petition on my site by checking the box "Oui, je veux être informé des suites de cette action et comment je peux en aider d'autres." and I will send you a screenshot to prove to you that you appear with the double opt-in "No" on sendinblue
  
  2) solve the problem of the default checkbox in order to receive petition updates when the signer is not connected to their account: visible on computer
  
  3) solve the bugs of the Recaptcha which I have the impression does not work well and which is essential in order to avoid receiving a bad signature and being impacted on the reputation by Sendinblue

  Look like someone are testing your site. they register account from backend maybe or some way so it's not appear their name.
  
  If you see their email added to list and then you don't see it again so that is they unsign pettion and email will deleted from list.
