  how the another person is invited? How he/she knows?
  Also the chat is public, no? So every person can see it?
  Is there encrypted chat? group chat? multiple person to person chat at the same time? I did not see terms and privacy policy page
  any advt/google ads option?
  Can I install the file with out your support or is there any files held back?

  This script is designed for stranger conversations, so there is no option to invite users. Each user can only see messages in their individual conversations, and the messages are not stored, so no encryption is necessary.
  
  This is a platform for random users to chat with each other, and we do not support group chats. Our terms and policy pages will be added soon.
  
  The script does not come with an option for advertisements or Google ads, but you can easily add them if you want.
  
  If you are familiar with deployment, you can install it on your server without our support.
  
  If you want any customization then we can help you but cost will be added additionally.

  After upload to web server, all pages show up blank. No index file in root of script

  The Chatx is developed in Laravel. Laravel, being a PHP web application framework, does not have an "index file" on the root by default, and we don't need it.

  the concept of this is really good, is there option to report and ban users? also pages like terms of use and privacy policy is important

  No, there is not an option to report and ban users because any user can chat with any stranger. If a stranger is inappropriate, you can simply disconnect and start a new chat with another stranger.
