  with ststicblocks, you can download source code that you can upload to the server but with itslink, you can directly deploy web pages dynamically on the server.

  Which php framework is used? and which database type?
  The blocks in editor, are they normal HTML which is afterwards editable in the editor, or they are specially written codes in order to be added as a template?

  No PHP framework, and no database. Blocks are normal HTML with some selectors for editing purposes but all editing selectors will be removed in the final project.
