  The script uses Google's Programmable Search API's JavaScript libraries, so yes, it does track some sort of info, but it can't track which results the user has clicked, it has been anonymized. The rest can't be anonymized as it's part of the JS API.

  Regular License
  A regular license allows an item to be used in one project for either personal or commercial use by you or on behalf of a client. The item cannot be offered for resale either on its own or as part of a project. Distribution of source files is not permitted.
  
  Extended License
  An extended license allows an item to be used in unlimited projects for either personal or commercial use. The item cannot be offered for resale "as-is". It is allowed to distribute/sublicense the source files as part of a larger project.

  Yes you can. There's no limitations with that. What it simply means is Regular License is for single domain and your own use only. You can modify or use it as you like, as long as you are using it for your own single domain.

  The script uses the Google CSE JavaScript API with custom callbacks and styling. So, there is no limit on user searches or blocking. Because, no API call is made from the server, it's all being done in the client side. You don't need to pay any subscription fee to Google.
  
  The difference between free and paid CSE API is, with paid edition you can call the API from your server, fetch the data, maybe store it or use it anyway you like.
  
  But with free version you can only render it on the site just like this script, and certain limitations do exist like no more than 20 search results per page etc. But they are all too minor considering the fact that, it's free. And the paid edition is way too costly.

  As I said, the free version have these limits of search results per page. The top info shows how many results are there in all of the web for this query, if you want to show all those pages, even though people don't navigate more than 3-4 pages of a search results, you should look into something that uses the paid API that charges more than 5$ per 1000 queries. This API is free and without no query limit so if you want to use it you'd have to accept the limitations.

  That is a gallery for you to upload logos, icons and use it across the site easily. If you look closely you will see in the settings there's option to change logos, favicons etc via uploader. When uploaded these stuff goes into the gallery for you to easily manage later.

  No, there's no API in this script. As the description says its API-less.
  
  If you need an API from Google. This is what they offer:

  It costs $5 per 1000 queries, up to 10k queries per day.
