  by changing only these following things it will not make any difference from the original game
  such as:
  Changing Game Icon.
  Changing Package Name.
  changing Screenshot and Feature Image,
  
  to publish duplicate (reskin) games on the play store by just changing the Game name, Game Icon. Package Name. etc. won't it violate google terms and conditions?
  
  in other words, what about google's point of view when they will notice the same duplicate game with just a different name, package name, an icon?
