  On other thing... I try to publish in Google Play but have this error message:
  Your app currently targets API level 28 and must target at least API level 29 to ensure it is built on the latest APIs optimized for security and performance. Change your app's target API level to at least 29.
  
  I choosed SDK for Api Level 28, 29, 30 and S
  
  What am I doing wrong?

  No, it is without metadata. But you can add it with programming skills. or from your local developer to ask to add metadata.
