Why it takes a month to withdraw the funds?

How many days after I will get money?

On the first business day of the following month

With all earnings, all earnings in the account will be withdrawn on next possible withdrawal date.

I withdrew by selecting all earnings, on the 30th of last month, I was scheduled to be paid yesterday, 1st September, I check back today and my request has been reset. I submit a new request and I'm being scheduled for next month, why?

My payment is struck for 3 months now, every month end i post a withdrawl request to the paypal account it just says that the money would be deposited by the 1st of next month.
I attached all the necessary screenshots to the support ticket but so far i didn't get any response.
